The Baltimore City Drug and Alcohol Abuse Council (The Council) developed a two-year jurisdictional plan. The Council, formed in 2004 pursuant to Health Article 8-1001, is composed of the bSAS Board of Directors and other local stakeholders. 

The plan includes priorities and strategies for meeting Baltimore City’s needs for substance abuse prevention, treatment and recovery services.  The plan reflects the interagency and community collaboration with which the Local Council functions.

The plan consists of broad, long-range goals for the City, as well as objectives and performance targets that are Specific, Measurable, Achievable, Result-oriented and Timely (SMART).
